The Local Government and Housing Act 1989 introduced a new Standard of Fitness for human habitation to be used in the evaluation of the housing stock, and new provisions for dealing with dilapidated houses. It also introduced a unified, means-tested mandatory grant towards the cost of works to remedy unfitness. How is this new Standard being utilized and is it effective? Is the Standard being applied uniformly throughout local housing authority districts in England and Wales? This study looks at these questions using a survey of 24 authorities,, and makes recommendations for any future revision. The work should be of interest to surveyors (especially within local authorities), local authority housing departments, researchers and academics.
